I am to say therefore that t

is proposed to inform the Governor that the

Secretary of State is unable to approve any

considerable departure from established

policy until the results of the League

it is further proposed Commission of Inquiry are available; and to

repeat to him the assurance that he will

be permitted to purchase Persian opium when

it becomes necessary to meet the demand at

the approved price.
